A fronte dei ricorrenti tentativi e sollecitazioni a vario livello per la privatizzazione dell’Inail, L’A. prova a ripercorrere la tormentata vicenda della riforma della previdenza con superamento dell’assicurazioni infortuni e/o della sua gestione pubblicistica. Si sofferma, in particolar modo, sulle varie iniziative politiche, scientifiche e parlamentari per una riforma in termini di liberalizzazione del relativo mercato, proponendo all’attenzione di chi è chiamato a decidere la complessità del meccanismo di gestione del sistema di tutela coerente con l’attuale in ambito privatistico e conclude con un forte richiamo alla esigenza di cogliere tutti i segnali di novità nel sistema di welfare e in quello Inail in particolare, perché si eviti il rischio di riforme fuori dalla storia, sollecitate per una riduzione dei costi problematica da dimostrare, in caso di unificazione degli enti, con scarsa attenzione ai bisogni degli utenti.

Against repeated attempts and requests at various levels for the privatisation of Inail (Italian National Institute for Workplace Insurance), A. has tried to retrace the harrowing tale of social security reform by exceeding accident insurance and/or its publications management. In particular, it focuses on various political, scientific and parliamentary initiatives for reform in terms of liberalisation of the relevant market, by offering those who make the decisions the entirety of the protection system management mechanism consistent with the current one in the private sector, and concluding with a strong reminder of the need to gather all signs of innovation in the welfare system - and that of Inail in particular - in order to avoid the risk of reform outside of history, solicited to reduce the problematic costs to demonstrate, in the event the institutions merge, with little attention given to the needs of the users.
