“Non soltanto assicurazione ma un sistema integrato di tutela del lavoratore e per la competitività delle imprese” recita testualmente la mission istituzionale, che si affaccia in alto a destra anche della home page del portale istituzionale nella forma, ancora più sintetica e scolpita, di una tagline: “La sicurezza dei lavoratori è competitività per le imprese”. Infatti, la collocazione privilegiata nel sistema del welfare consente all’Istituto di interpretare le aspettative del mondo del lavoro in un’ottica funzionale alle esigenze sia del lavoratore che del datore di lavoro e conseguentemente di esprimere il proprio impegno, in una visione di sviluppo della propria missione di tutela integrata e integrale. L’articolo spiega la strategia che, a fronte di un’andamento infortunistico analizzato nel Rapporto annuale per il 2008 che evidenzia un trend decrescente sia per gli infortuni in generale sia per quelli mortali - sfatando i luoghi comuni di un’Italia “maglia nera d’Europa” per la sicurezza sul lavoro - l’INAIL pone in campo per reagire in modo efficace. Per necessità di sintesi gli impegni di medio periodo sono schematizzati in “aree di intervento”, che sono affidate all’Ente dalla normativa e sono: formazione, informazione, politiche prevenzionali e assicurazione, promozione e sostegno della sicurezza e salute nel settore scolastico.

Thus states the Institute’s mission, which can also be found in the top right-hand corner of the web site and in an even more concise form as “Worker health and safety means greater competitiveness for businesses”. Indeed, the Institute’s privileged position within the social welfare system allows it to interpret the expectations of industry in an optic that is functional to the demands both of workers and employers and, consequently, to express its own commitment to achieving its mission of integrated and complete protection. This article discusses the strategy that INAIL (National Institute for Insurance against Occupational Accidents) is implementing in order to operate more effectively, especially in light of the trends published in the 2008 annual report which evidence a decrease in general and fatal workplace accidents and which, therefore, debunk the notion that Italy is the bad boy of Europe as regards occupational health and safety. For the sake of brevity, the medium-term commitments have been summarised into the “areas of intervention” assigned to the Institute by law. These are training, information, prevention and insurance, and promotion and support of health and safety in the education sector.
