L’articolo affronta i temi di forte attualità dell’apprendistato e dei tirocini formativi e di orientamento tanto più di interesse perchè interessati al mondo della transizione dei giovani dalla scuola al lavoro o comunque del loro primo accesso al mondo del lavoro. I due istituti sono stati oggetto di una sostanziale rivoluzione. Essi occupano un posto di rilievo nella contrattualistica di lavoro anche in virtù degli sgravi contributivi che ne derivano a vantaggio dell’azienda e della maggiore flessibilità in capo, in questa fattispecie, ad entrambe le parti. Le pagine proposte sintetizzano in breve i punti salienti della riforma che ha toccato i due istituti e per l’apprendistato ripercorre anche le tappe della difficile evoluzione normativa. Contestualmente l’articolo illustra il punto di arrivo attuale dell’elaborazione Inail in tema di obbligo assicurativo dell’apprendista e di regime contributivo con occhio attento alle disposizioni del T.U. 1124/1965 che con ilsuo determinismo ed il suo inconfondibile empirismo, già dettava regole certe per l’apprendista, per la formazione professionale e per il correlato regime contributivo.

The article discusses about the hot topics regarding apprenticeship and vocationaltraining and guidance which are considered much more interesting since theyare connected to youth transition from school to work or at least to their firstaccess to the labour market. The two institutions have been the subject of a majorrevolution. They occupy a prominent place in job contracts also by virtue of taxrelief deriving from them, resulting in a benefit for the company and a greaterflexibility at the top, in this case, for both parties. The suggested pages are a briefsummary of the salient points of the reform that has touched the two institutionsand also retraces the steps of the difficult changes concerning regulations onapprenticeship. The same article illustrates the actual arrival point of the INAILprocessing as far as insurance obligations concerning the apprentice and the contributionsystem are concerned, with an attentive eye on the provisions providedfor by Consolidated Act 1124/1965 which, with theirs determinism and unmistakableempiricism, already dictated certain rules regarding apprentices, vocationaltraining and the related social insurance contribution.
