Alla domanda: chi è il migrante? L’Autore risponde che questi non è un numero che possa giocare soltanto nei calcoli delle varie statistiche, ma è una persona umana, la cui dignità identificativa s’impone contro ogni forma di egoismo nazionale delle frontiere, che neghi, a priori, il conseguimento del suo obiettivo di ricerca di un luogo dove viene in pace. Distingue, poi, il rifugiato politico, che ha diritto, in campo internazionale, all’asilo, dal migrante tout court, quale lavoratore regolare nel rispetto di un quadro politico e giuridico, europeo e nazionale, disciplinante anche l’immigrazione clandestina. L’Autore, infine, sollecita gli organi responsabili dell’Unione europea a dare compiuta attuazione al Patto europeo del 16 ottobre 2008, creando con i Paesi di origine e di transito del migrante un partenariato globale, che favorisca le sinergie tra le migrazioni e lo sviluppo.

To the question: who is the migrant? The author responds that s/he is not a number that merely forms part of the calculations of the various statistics but is in fact an actual human being, whose identifying dignity is set against every form of national border egoism that seeks to deny, a priori, the achievement of his/her goal of finding a place where it is possible to live in peace. There is then the difference between the political refugee that, within an international context, has the right to asylum, and the migrant tout court, as legal worker that is compliant within a political, legal, European and national framework, also governing illegal immigration. The author, finally, urges the relevant authorities of the European Union to fully implement the European Pact of 16 October 2008, creating with the countries of origin and of transit of the migrant a global partnership that promotes synergies between migration and development.
