Il tema della relazione si discosta dai classici argomenti affrontati nei lavori e nei congressi sulla medicina termale; non si parla di termalismo scientifico inteso nelle sue peculiarità di cura e riabilitazione ampiamente dibattuti tra fautori e denigratori. Il punto in discussione è valutare se in uno stato sociale la terapia termale abbia un ruolo che influisca sullo stato di benessere della collettività, in accordo con i dettami costituzionali. Si sottolinea come solo l’INAIL sia in grado di sviluppare il “termalismo sociale” non solo quale Ente deputato ad utilizzare la “crenoterapia aperta” in favore degli infortunati sul lavoro e dei tecnopatici ma soprattutto in prospettiva dei risultati di un ampio studio scientifico in collaborazione universitaria; la risposta permetterà di comporre l’annosa querelle sui costi-benefici.

The theme of this report is far from the point treated in studies and congresses about thermal medicine; scientific thermalism is not considered here in its characteristics for cure and rehabilitation, which have been much debated between supporters and denigrators. The main point here is to evaluate whether thermal therapy has a role which could influence the state of welfare of a community in accordance with constitutional rules. We should underline the fact that only INAIL could develop “social thermalism”, not only as an institution entrusted with the use of “open crenotherapy” for victims of work accidents and industrial desease, but above all it could improve the prospects of results in a vast scientific study in collaboration with the university; the answer would settle the old dispute about costs and benefits.
